Dubai Trade has implemented new operational controls for IMDG Class 5 import containers requiring a valid No Objection Certificate (NOC) from the Dubai Ports Authority (DPA).
In accordance with DPA Circular No. 4 of 2022, new system handling procedures are now in effect for IMDG Class 5 import containers. If a DPA NOC is missing during discharge list submission, a system alert will notify the shipping agent. Agents must secure and submit the NOC before the discharge cut-off time to prevent cargo shut-outs. If the NOC is not received by the deadline, the container status will automatically change to Remain On Board (ROB), incurring applicable charges. Discharge of these containers is strictly prohibited without a valid DPA NOC.
